2. This house believes that nations below a certain level should not be obligated to abide by limits of carbon emission.

1. “Government of Nepal should only invest in hydropower for energy.”

Nepal, being a country rich in water resources, has the immediate option to resort to utilizing the energy stored in its vast water bodies for electricity-generation. The water that flows from Nepal to India contributes to over 70% of the fresh water of India. The terrain that stretches between the snow-capped mountains in the north and the plains of the south provide a steep gradient required for hydropower development. But as ideal as it may seem, these very landscapes are the major reasons behind the difficulties in extension of a national electrical grid. Ae 12 hours per day throughout the year in Nepal. In fact, solar energy has alrlternate energy resources such as solar energy and wind energy, among others, can be utilized in the places where hydropower generation is not seen feasible. For instance, studies have shown that the sun shines for an averageady provided electricity to distant parts of the country. Similarly, wind resources at Mustang are suitable for harnessing wind energy especially for the purpose of utility scale electricity generation.
This is the subject for discussion in the first group stage.

2. “Nations below a certain level should not be obligated to abide by limits of carbon emission.”

Industrialization is the key to development of any nation. However, industrialization brings with it many environment-threatening consequences. Organizations such as the Environmental Protection Agency (EPA) in the US have formulated laws regarding emission standards that are being monitored throughout the globe, albeit more strictly in some than others. These laws can make it difficult for developing nations to implement developmental plans. This is the subject for discussion in the third group stage.
